THE COUNTY BOARD OF LEGISLATORS MET PURSUANT TO ADJOURNMENT.

THE HONORABLE GEORGE LATIMER IN THE CHAIR.

THE CHAIRMAN OPENED THE MEETING WITH A PRAYER AND SALUTE TO OUR FLAG.

THE ROLL CALL RESULTED AS FOLLOWS:

MOTION: APPROVAL OF THE MINUTES: Mr. Abinanti moved that the minutes of December 14, 1998 (Regular Meeting), December 15, 1998 (Special Meeting) be approved – Carried.

UNFINISHED BUSINESS: COMMUNICATION: COUNTY EXECUTIVE: Pay Plan Amendment: Proposed Act deleting several titles from the pay plan which are no longer used; a number of title changes and new titles to be added to the pay plan to facilitate the creation of the new departments of Information Technology and Inspector General and a number of other title changes, new titles and reallocations to be added to the pay plan was on motion of Mr. Abinanti received, filed and referred to the Committee on Budget and Appropriations.

COMMUNICATIONS: COUNTY EXECUTIVE: New York State Nurses Association Contract: Forwarding the agreement reached with the New York Nurses Association for the period commencing March 31, 1996 and ending December 31, 2001. MICHAEL KAPLOWITZ: Jefferson Valley/Walden Woods Sewage Diversion: Forwarding a copy of a letter from the Supervisor of the Town of Yorktown to the County’s Department of Environmental Facilities regarding the Jefferson Valley/Walden Woods Sewage Diversion was on motion of Mr. Abinanti received, filed and referred to the Committee the Environment.

COMMUNICATION: HON. MICHAEL KAPLOWITZ: Con Ed Position regarding the Millennium Project: Forwarding a letter from the Supervisor of the Town of New Castle enclosing correspondence reflecting the continued opposition of Consolidated Edison Company of New York to the Millennium Project was on motion of Mr. Abinanti received, filed and referred to the Committee on the Environment.

COMMUNICATION: CITIZEN COMMUNICATION: SUPERVISOR PAUL FEINER: County Bike Paths: Forwarding a letter from a Westchester resident concerned about bikers misusing the bike path was on motion of Mr. Abinanti received, filed and referred to the Committee on Community Affairs and Housing and Committee on Public Safety and Criminal Justice.

COMMUNICATION: HON. MICHAEL KAPLOWITZ: #77 Bus Route: Forwarding a petition signed by the riders of the #77 bus thanking him for restoring funds for the bus to the 1999 budget was on motion of Mr. Abinanti received, filed and referred to the Committee on Budget and Appropriations.

COMMUNICATION: HON. URSULA LA MOTTE: #77 AND #84 Bus Routes: Forwarding copies of letters and petitions that have been sent to various State and County officials protesting elimination of bus routes #77 and #84 was on motion of Mr. Abinanti received, filed and referred to the Committee on Budget and Appropriations.

COMMUNICATION: COUNTY ATTORNEY: Compromise of Claims: Proposed Act authorizing the County Attorney to compromise claims of Westchester County for losses sustained through property damage was on motion of Mr. Abinanti received, filed and referred to the Committee on Budget and Appropriations.

COMMUNICATION: CITIZEN COMMUNICATION: PRESIDENT, CSEA/UNIT 9200: CSEA Class Action: Forwarding an Official Contract Grievance Form regarding the payment of negotiated bonuses was on motion of Mr. Abinanti received, filed and referred to the Committee on Budget and Appropriations.

COMMUNICATION: COUNTY ATTORNEY: Lawsuit Settlement: An Act authorizing the County to settle the action entitled In the Matter of the Application of Joseph M. Stancari, as Commissioner of the Department of Correction of the County of Westchester and the County of Westchester v. New York State Correctional Services, et al. was on motion of Mr. Abinanti received, filed and referred to the Committee on Budget and Appropriations.

COMMUNICATION: HON. BERNICE SPRECKMAN: CSEA Contract: Forwarding a letter from a retired County employee protesting the June 30^th cut-off date for the bonus awarded in the recent contract settlement was on motion of Mr. Abinanti received, filed and referred to the Committee on Budget and Appropriations.

COMMUNICATION: HON. VITO PINTO: Westchester County Limousine Commission: Forwarding a copy of his letter to the County Executive regarding mistreatment of County Limousine drivers by New York City Enforcement Officers was on motion of Mr. Abinanti received, filed and referred to the Committee on Legislation.

COMMUNICATION: HON. RICHARD WISHNIE: Prisoner Transportation: Forwarding a letter from the Greenburgh Chief of Police expressing concern about the proposed Prisoner Transportation Agreement and Reimbursement Schedule was on motion of Mr. Abinanti received, filed and referred to the Committee on Public Safety and Criminal Justice.

COMMUNICATION: HON.
