Mr. Abinanti presented the following resolution and moved its adoption, which was declared adopted.

Mr. Abinanti presented the following resolution and moved its adoption, which was declared adopted.

Mr. Abinanti presented the following resolution and asked that the Public Hearing be set for July 1, 1997 at 4:00 P.M.
Mr. Latimer moved to amend Mr. Abinantis motion to have the Public Hearing on July 21, 1997, at 7:30 P.M., which motion was seconded by Mr. Noto, and voted on as follows:
AYE: Legislators: Noto, Latimer, Albanese, Bronz, Carsky, Darcy, Delfino, Donovan, LaMotte, Mosiello, Spreckman, Stewart-Cousins, Swanson, Wishnie, Young, Chairman-16.
NAY: Legislator: Abinanti - 1.
Mr. Abinanti then presented the resolution as amended and moved its adoption, which was declared adopted.
RESOLUTION 118-1997: COMMITTEE ON LEGISLATION: SUPPORTING A.1199-B, "AN ACT TO AMEND THE PENAL LAW, IN RELATION TO THE ISSUANCE OF A LICENSE TO CARRY OR POSSESS A PISTOL OR REVOLVER IN THE COUNTY OF WESTCHESTER AND TO REPEAL CERTAIN PROVISIONS OF SUCH LAW RELATING THERETO".
Mr. Abinanti presented the following resolution and moved its adoption, which motion was DEFEATED 7-10 WITH LEGISLATORS: LATIMER, ABINANTI, BRONZ, CARSKY, STEWART-COUSINS, WISHNIE AND YOUNG voting in the affirmative.
RESOLUTION 126-1997: (AS AMENDED) COMMITTEE ON LEGISLATION: SUPPORTING A.8311 AND S.5498, "AN ACT TO AMEND THE PENAL LAW, IN RELATION TO ENACTING THE WESTCHESTER COUNTY HANDGUN RECORD-KEEPING AND ACCOUNTABILITY ACT AND REPEALING CERTAIN PROVISIONS OF THE PENAL LAW RELATING THERETO."
Mr. Abinanti presented the above-captioned Resolution and moved its adoption.
Mr. Mosiello moved to amend the Resolution by substituting the "A" versions of the bills; A8311A and S5498A., which reads as follows:
Page 2, line 51, before the "," insert ; however, in the county of Westchester, any such license shall be certified prior to the first day of April, two thousand, in accordance with a schedule to be contained in regulations promulgated by the commissioner of the division of criminal justice services, and every such license shall be recertified every five years thereafter. For purposes of this section certification shall mean that the licensee shall provide to the licensing officer the following information only: current name, date of birth, current address, and the make, model, caliber and serial number of all firearms currently possessed. Such certification information shall be filed by the licensing officer in the same manner as an amendment

Mr. Abinanti moved to second Mr. Mosiellos amendment and moved its adoption, which motion was adopted 15-2 with Legislators Swanson and Oros being recorded in the negative
Mr. Abinanti then presented the bill as amended and moved its adoption, which motion was carried 15-2 with Legislators Swanson and Oros being recorded in the negative.

ACT 97-1997: COMMITTEE ON COMMUNITY AFFAIRS: AN ACT AUTHORIZING THE COUNTY OF WESTCHESTER TO GRANT AN EASEMENT TO NEW YORK TELEPHONE COMPANY TO CONSTRUCT, PLACE OPERATE, REPLACE, REMOVE, REPAIR AND MAINTAIN UNDERGROUND SERVICE LINES, PEDESTALS, CONDUITS, A CONTROLLED ENVIRONMENTAL VAULT, A CROSS BOX, MANHOLES, CABLES, WIRES AND FIXTURES UPON, OVER AND UNDER CERTAIN PROPERTY ALONG PLAYLAND PARKWAY IN RYE.
Mrs. Bronz presented the following report and act and moved that the report be received, filed and approved, and the act adopted, which motion was declared carried by the following vote:
AYE: Legislators: Noto, Latimer, Abinanti, Albanese, Bronz, Carsky, Darcy, Delfino, Donovan, LaMotte, Mosiello, Spreckman, Stewart-Cousins, Swanson, Wishnie, Young, Chairman-17.
