LARCHMONT-MAMARONECK LEAGUE OF WOMEN VOTERS

Consensus Recommendation #1: The term length of Trustees in the Village of Larchmont and the Village of Mamaroneck should be extended from 2 years to 4 years, with two Trustees running in an election every other year.

Consensus Recommendation #2: The term length of Mayor in the Village of Larchmont and the Village of Mamaroneck should remain at 2 years, with the mayor running at the same time as two Trustees every other year.

The results of these consensus recommendations are based on a survey of 49 questionnaires, sent to current and former (since 1985) officials in both villages, as well as party chairmen. 33 responses were returned. While three years was offered as a possibility, further examination of logistics eliminated this choice from the League’s consideration.

Supporting reasons for Consensus Recommendation #1

Some of the most compelling reasons given for extending the length of the Trustee term were:

  • Learning curve – it takes 6 – 12 months for a new Trustee to learn the job and be effective.
  • More time is needed to accomplish goals.
  • Turnover every two years, rather than annually, would help to create more cohesive and effective Boards.
  • Campaigns are expensive, time-consuming, and distract from the work of the Board. Four year terms would permit elections every other year, which would also be more economical for the villages.

 

Supporting reasons for Consensus Recommendation #2

  • Accountability is paramount for the highest office holder
  • Learning curve is usually not an issue, since most mayors have previously served as Trustees.

Summary

The pattern of term length (2 years for mayor, 4 years for trustees) is the one used successfully in the Town of Mamaroneck. It enables the Mayor to run with every Trustee, 2 on the first election cycle, and the other two on the second election cycle two years later. It provides opportunity for the electorate to make changes in their officials every two years. It saves money and time by making the elections every other year, rather than annually.
